In order to conscientiously implement the spirit of General Secretary Xi Jinping’s important instructions on work safety, we will further deepen the 2023 National Special Investigation and Rectification Action for Major Accident Hazards, continue to strengthen the prevention and control of major safety risks of hazardous chemicals, and promote the prevention and control of major safety risks in winter and New Year. In terms of accident prevention work at the end of the year and the beginning of the year, the Ministry of Emergency Management recently launched the second ministerial-level supervision and verification work in 2023 for enterprises with major sources of hazardous chemicals.

In accordance with the arrangements for the normalized safety management and control system of major hazard sources, in September this year, the Ministry of Emergency Management deployed various regions to carry out the second "local elimination cooperation" special safety inspection of major hazard source enterprises in 2023, which was divided into enterprise self-inspections and municipal-level cross-inspections. Through four stages, namely, provincial-level spot inspections and ministerial-level supervision and verification, nearly 7,000 enterprises with major hazardous chemical hazards and more than 23,000 major hazard sources across the country have been fully covered. Up to now, a total of more than 195,000 hidden problems and hazards have been identified in the three stages of enterprise self-inspection, municipal-level cross-inspection, and provincial-level spot inspection, and more than 183,000 items have been rectified.

In this ministerial-level supervision and verification, the Ministry of Emergency Management sent four working groups to the front lines of enterprises in key areas, highlighting key enterprises such as trial production and construction projects with major hazardous sources, industrial transfers, high-risk subdivisions, oil and gas storage, and onshore oil and gas exploration. On-the-spot verification of the effectiveness of the annual work implementation of various regions and relevant enterprises, supervising and guiding enterprises and localities to learn lessons from accidents, effectively manage and control major safety risks, and resolutely curb major accidents.

Supervision and inspection will report and expose the major hidden dangers and prominent problems discovered, promote the consolidation of safety responsibilities, and strengthen the closed loop of rectification of hidden dangers; strictly handle the discovered violations and urge them to be investigated and dealt with seriously in accordance with the law.
