According to the news from the Ministry of Industry and Information Technology on April 21, the General Office of the Ministry of Industry and Information Technology issued a notice on organizing and carrying out industrial energy conservation supervision in 2023 (hereinafter referred to as the "Notice"). Among them, the special monitoring of energy efficiency in key industries includes 11 chemical sub-sectors such as coking, modern coal chemical industry, and ethylene.

The notice made it clear that, on the basis of the work in 2021 and 2022, steel, coking, ferroalloy, cement (with clinker production line), flat glass, construction and sanitary ceramics, non-ferrous metals (electrolytic aluminum, copper smelting, lead smelting, zinc smelting), oil refining, ethylene, p-xylene, modern coal chemical industry (coal-to-methanol, coal-to-olefin, coal-to-ethylene glycol), synthetic ammonia, calcium carbide, caustic soda, soda ash, ammonium phosphate, yellow phosphorus, etc. Industry mandatory energy consumption quota standards, energy efficiency benchmark levels and benchmark levels, and special supervision on the implementation of mandatory energy efficiency standards for motors, fans, air compressors, pumps, transformers and other products and equipment. Enterprises in the above-mentioned industries in the region have achieved full coverage of energy-saving supervision.

The notice also calls for special monitoring of the energy efficiency of green benchmarking enterprises. In accordance with the relevant requirements of special energy efficiency supervision in key industries and key fields, the first six batches of green factories and the first three batches of national green data centers have been comprehensively carried out special energy efficiency supervision. If the segmented industry to which the green factory belongs has no mandatory energy consumption quota standard requirements, only the implementation of mandatory energy efficiency standards for product equipment will be checked.

The notice emphasizes that enterprises with excessive energy consumption and other violations of energy conservation laws and regulations found in the 2022 industrial energy conservation supervision work will be "reviewed". Those who fail to make rectifications as required or are not in place shall be dealt with in accordance with laws and regulations.

The notice also requires that daily industrial energy conservation supervision be carried out, mainly including: the implementation of mandatory national standards such as energy consumption quotas for industries not covered by the national special industrial energy conservation supervision in 2023 and the energy efficiency of key energy-consuming products and equipment; steel, cement, electrolytic aluminum, etc. Special inspection of industry ladder electricity prices; implementation of energy management systems such as the establishment of energy management systems for key energy-consuming enterprises, the establishment of energy management positions, and the performance of energy management managers; the implementation of energy measurement, energy consumption statistics, and energy utilization reporting systems; energy conservation education Training progress, etc.
